National
policy-makers and their development partners need information on MNCH expenditures
in order to determine the funding gap between the resources currently available
and the additional investments that are required to achieve national targets
towards the United Nations Millennium Development Goals (MDG) to reduce child mortality (MDG 4)
and improve maternal health (MDG 5). The information should also be used to
hold governments and their development partners accountable and ensure that adequate
and sustainable funding is provided for MNCH. The Health Financing Working
Group (HFWG) will continue and expand upon the tracking of MNCH expenditures
that was conducted for the Countdown 2008 Report.
For the
Countdown 2008 Report, data was collected on international donor assistance
to MNCH in the 68 Countdown priority countries covering the period between 2003
and 2006. Two indicators were included in the Report: donor assistance to child
health per child less than five years of age and to maternal and neonatal
health per live birth. These indicators will be updated with data regarding
the period of 2007-2008. In addition, it is envisioned to undertake an in-depth
analysis of major donors and major recipients and explore the correlation of
aid trends with specific interventions and coverage indicators.
The
Countdown 2008 Report did not provide any data on domestic
resources allocated to MNCH. This gap in the evidence-base will be filled by developing
a methodology and process to collect data on MNCH expenditures per child or per
capita and as a percentage of total government health expenditures. The HFWG
will support the institutionalization of the process whereby countries are
supported to gather the expenditure data.
